What is the Biggest issue WV Fire depts are facing?

I'm interested in seeing what everyone feels our major issues are? For my department it is recruitment and retention. Our next biggest issue is how we can keep our people up to date on training when they are working 12 hrs/day, 6 days a week.

AFTER recruitment/retention, I'd have to say being inundated with every rule and regulation the .gov can throw at us. This includes the training stipulations that are completely and totally unattainable by your typical volunteer fire fighter and FEMA/NFA stating that if your department isn't 100% NIMS compliant, you can't obtain a grant. 100%????? Common people, you've got to be kidding me. I can't get 100% of my people to come out for free pizza, how the heck do you think I am going to get everyone out to take a class that teaches pretty much the same thing we've been doing for years with a bunch of corporate catch-phrases thrown in for good measure?
